Mayor J. Richard Gray’s Strategic Plan for Lancaster City established specific goals for key public streetscapes and other outdoor gathering spaces. Constructed in 2009, Phase I streetscape enhancements included crosswalks, sidewalk enhancements, traffic-calming measures, lighting and signalization improvements, parking meter stations, plantings and durable street furnishings. Phases II and III extended the initial project areas and included the northwest quadrant of Penn Square (depicted above) as designed by John Hershey while employed at Thomas Comitta Associates. Each phase utilized the Streetscape Design Guidelines authored by Mr. Hershey while employed by Derck & Edson Associates. Recently, RGS has redesigned portions of Penn Square’s southwest quadrant where enhancements included site lighting, fountain refurbishing, plantings and movable site furnishings.
